How to Use Perks on Dead by Daylight

you need to unlock them in bloodweb first.

If you added it to your perk list and can see it in right corner of your screen, then it's already activated, it's a passive really and a ♥♥♥♥♥♥ one at that.

From the wiki:

You do not make as much noise as others when quickly vaulting over obstacles or hiding in lockers.

So you will not make as much sound when sprinting and jumping over stuff and lockers are a waste of time anyhow.

Like for Quick and Quiet, it activates automatically once you spawn in the game. Your breathing is much less obvious to the killer while in lockers/closets, and I think you move a bit faster, too.
For ones like Iron Will, it will only activate once you are injured

some perks are used automatically, others need specific elements to happen before they activate. for example: No One Escapes Death will only activate when the gates are powered.
if its dark, its inactive; if its lit, its active; if it has a timer over it, its in a cooldown state and cannot be used for a bit.

Ah okay. So it's a passive

For me i have Premonition, but. don't know how to activate it

for quick and quiet:
Just try run and jump a window or into a locker when not in a chase... you'll see - even more hear - it activated.

for premonition:
Just look around you while working on a gen... you'll get a sound signal when you looked into the direction of the killer

You'll see a cooldown on both perks after they activated.

That is extremely incorrect.
Quick&Quiet makes it so that fast vaulting/pallet sliding do not give an indication to the killer.

Sheesh, people.

First off, it's better to create your own thread instead of necromancing a very old one.

Secondly, Premonition is passive, like most Perks are. The condition under which it activates are clearly stated in its description.

If you turn your camera in the direction of the Killer and if the Killer happens to be in the specified range of you, it will give you a warning sound and the Perk icon will light up.

thats not true quick and quiet makes the noses u make when u doa running sprint over a pallet or windows or locker they dont give off the noise the killer can see so if u do a sharp trun from killer sline of sight uc an jump in a locker and he wont hear it close or the noises it doe sno tmake your b reahting quiet or nothing it just makes it were the killer cant hear u speed valt or jump in lockers he cant see or hear it

It was true back when this thread was created. Quick & Quiet has undergone a significant change in how it works since back then.

I suggest you have a look at the date of the original comment before you post.
